How to set Admin account

I need an admin log on at start up but not in safe mode.
I can find how to set it in the reg.
I did it in the older ver (builds) of Vista but cant find it in ver 5385

Hi,

Click start, type lusrmgr.msc and run the snap in. Click on Users, then
right click on Administrator in the left pane and select properties. Uncheck
the box that disables the account. Apply/ok your way out. Now, run 'control
userpasswords2', click on the administrator account and uncheck the line
requiring users to logon. Click apply/ok and follow the prompts.

Interesting when I did that with a standard user account, it logged in
automatically but to the account with admin privileges.
