How to setup an specific sound card to work with specific programs

Hi, I have two diferent sound cards, one with surround sound capabilities on
a PCI slot, and I have an onboard card that has headphones, and mic plugs at
the fron of the pc. I would like to know if there is a way to tell windows,
or an application to use such card for certain purposes. For example, I
would like to use my onboard card for chatting online since it has the plugs
in the front, so I can listen to the converstation on a headset rather than
listening to it on my 5.1 surround sound on the PCI sound card. Can that be
done?
