How to Unsecure WMI for Poweruser

Is there a way that I can to detect if the current user is Poweruser and
therefore restricted for run WMI?

If the current user is restricted the I want to run runas /noprofile
/user:ABCXYZ\Administrator "mmc.exe wmimgmt.msc"
