If you mean the language displayed when you view printer properties, then
you would need to install an English language driver. Browse the CD that
shipped with your printer for folders for different languages and be sure
that you are installing the English version. Be sure to remove the
currently installed driver from Control Panel, Add/remove programs. Also,
go to the Printers & Faxes folder and delete the printer. Then in this
folder, go to File, Server Properties. CLick Drivers and then remove the HP
drivers.

I am also assuming that you are running an English Version of Windows XP.
If not, then I would expect the driver in the same language to be installed
when you run the installation.
