HTML forms and security settings?

Default HTML forms and security settings?

Sometimes I get a dropdown window saying:

Your security settings do not allow HTML forms"

Where can I allow them to be sent?

I use Norton Internet Security 2003 and Tiny Firewall. Also OE and IE 6.X
