i can't open the properties to any programs

i can't open the properties for anything not even my
computer or my C: drive and when i first boot the
computer up i get an error message saying 'An exception
occurred while trying to run "shell32.dll,Control_RunDll
C:\Windows\system32\main.cpl,"'
anyone ever have this problem before ? Any suggestions on
how to fix it ?
