I disabled all accounts

I (more than likely lil sister) disabled all user accounts.

I'm useing WINXP Home, I login useing safe
mode. 'Administrator/[blank password]' account

I try edit the user accounts and it says an error, I can't
edit it.

Is there anyway to edit it to atleast get one account
working so I can start/edit/add others
