IE7 & Windows Vista, how to protect a x509v3 certificate private k

Hi, I request a new x509v3 certificate with IE7 and Vista via third-party CA
web autoenrollment, IE don't shows me the window to change security level (
high level to insert password to protect private key 9). If i request a new
x509v3 using XP SP2 with IE7 or XP SP1/W2K SP4 with IE6 , the system shows me
the window and i can select a high level.

what happens?
