Default IE7 and Frames

Not sure where to put this...but with IE7 and a site with Frames, I found
the following issue:

Scenario: The left frame is the menu with lots of links, the right frame is
where the main content exists. On the left frame, the have the following
code --> <base target="main">

They are using this since there are so many links to cut down on code.

Problem: IE7 is not recognizing it. If you click on a link in the
navigation frame, the target does not go to main, rather stays on the
current frame. This is not the case in IE6 or other browsers.

Just an FYI.
