IE7+ Hard Freezes

I had a similar problem, but it works if you open IE with add-ons disabled.
For this reason, I believe it is an addon not working.

You can open IE with addons disabled by going to start > all programs >
accessoried > system tools > Internet Explorer (No Add-ins)

I also noticed that I only had this problem in the user account. With an
"administrator" account it seems to not lock up.

Try uninstalling and disabling the Java 1.5 plug-in. This is just a guess, but it is a well documented issue with Vista.
