It's perfectly legal to install Vista without using a key, this gives you a
30-120 day trial which can be activated later.

I've done two clean installs without using the CD-key. Both times it
presented no problem(s).

This is at the screen where you enter the key, or the next one? Have you
contacted MS tech support?

Need more info. What type of install are you attempting to do?
Clean? Upgrade? What version are you trying to install?
