installs files on second hdd, can't modify boot environment

hi
I have XP Pro on a primary HDD and installed vista on the secondary
previously installed it on the primary successfully
all files copied and expanded, then install said it couldn't modify the boot
environment on the system drive
and terminated
any ideas?
