IP printing with XP GPO restrictions...

I don't want XP Workstation users to be able to add
hardware or software to the workstation. However, I would
like to allow them to install any networked printer by IP
address (not by queue). The problem is that installing a
network IP printer requires a local printer setup
component on XP. The GPO is configured to not allow local
printer (device drivers) installation. If I remove
the "device driver installation" restriction the user
would be able to install the printer and anything else
they wish. How can I restrict hardware and software
(device drivers) installations while still allowing IP-
based network printer installations?
