Is It Safe?

It seems that Vista has left two folders behind - $WINDOWS.~Q and
$INPLACE.~T; is it safe to remove these folders, move them to another drive,
or zip them up?

Those two folders mean it didn't install correctly... not enough to prevent
bootup and Vista working but not a perfect install either.
