ISO of Windows XP Pro SP3 from microsoft.com isn't working in Virtual PC 2007

i got it from microsoft so it isn't illegal. first i tried just capturing the ISO image and that didn't work so i burned it to a DVD and that still didn't work. it just says "Argon ...
