Is it possible the my ISP blocks this port?
Is it common that ISP's block some "problematic" ports in order to save data
load?

entirely, a lot of ISPs block ports that are common to P2 file sharing usage.mikeyhsd@sport.rr.com

After modifying the port of my file sharing it began to work.
