kb824141 messes up fonts in software

if I install kb824141 on my system or ony other system
running XP SP1, when it updates user32.dll it causes some
of the fonts to become condensed.
Msgsvc.dll is the same version on my machine as what the
patch installs according to the details in the Microsoft
Security Bulletin MS03-045. The only solution I have
found is to uninstall this patch, reinstalling the fonts
associated with the app, or reinstalling the app does nto
help.

Any ideas?
