Keyboard inoperative on first boot

I have a platform that was a 98se upgraded to XP, since
that time, everytime on first boot, the keyboard is inop.
Sometimes it will take two or three reboots for the
computer to have a working keyboard.

Any ideas?

Make sure the keyboard is plugged in securely. Try a new keyboard and see if it makes any difference.
