Many OEM systems use a function key applet that is loaded at startup to
drive the function keys. If you look at the startups with
Start/Run/type: msconfig/select the Startup tab, you might find it
there, disabled perhaps. To identify the mysterious applications you
find in msconfig, use this site:
http://www.pacs-portal.co.uk/startup_content.htm#Select

Additionally, the service Human Interface Device Access must be set to
Automatic for the key applet to function.
