knowledge base 327559 - .dll updates

Does anyone there know how I can get the updated .dll's
as described in the knowledge base article 327559 for
windows xp? The machine is a Dell... I have been on the
phone with them twice and they tell me (ever so nicely)
since the fix is for windows software and not a hardware
patch they can't help me. This knowledge base hits the
issue square on. How can I get ntmsdba.dll and
ntmssvc.dll with the file dates of Jan 15, 2003 or later.
Would you recommend the beta sp2 update? This is a
production machine, but our dlt drive will no longer
recognize media.

Any help would be nice.
