laptop's fan is constantly on

I recently purchased a new laptop. The fan on this laptop
only went on every now and then during the first couple
weeks of using it. However, recently it seems like the fan
is constantly on even when there is no program running. I
did a lot of things trying to solve this issue because it
gave me the impression that the laptop is being stressed
out somehow (therefore trying to get rid of the cpu heat).
I did "msconfig" and tried to get rid of unnecessary
programs in the startup. I also did "disk clean"
and "defragmentation." One thing I noticed was that when I
pressed ctrl alt del, I see System Idle Process to be 99.
Is this playing a factor in making the fan running all the
time? I know a running fan is better than a dead one. But
I am curious to find out what the cpu is doing/what hidden
programs are running causing these extra heat in my laptop
and if there is any way to stop the fan from being on all
the time. I hope someone out there can enlighten me. Thank
you very much in advance...

The system idle process at 99% means that nothing is
running and the system is 99% idle.
I would guess that summer has a part to play in this and
that it is just hotter. Also, dust can accumulate and
cause more heat causing the fan to run more as well. Try
taking it into an air-conditioned room and leaving it to
see if the fan still runs. If it does, maybe a warranty
call to your manufacturer. The 99% idle means it is NOT
a windows issue, but a hardware issue.
