Default Launching Set Up From Within Windows

OK. I may sound dumb, but what does: Launch Set up from within Windows mean?
Does it mean to launch the Vista setup files while I am using my XP OS?
Thanks for your help.

Yeh that's basically it - it puts the Vista files into temporary storage,
then after it reboots... slowly takes over XP basically )

What about launching from within Windows 2000?

Does it have to be Windows XP?

No, you can launch it from within 2000 if you using Vista x86, but Vista
x64, you have to either boot from the disk or launch setup in XP
Professional x64 for Vista x64.
