Layering audio

I want to narrate over music, but I can't get them to
overlap. Is there a way to get more audio layers?

Movie Maker only lets you add one audio track on top of the audio that is
part of the original video. To add music and also narration, you'd need to
be able to have 3 audio tracks. MM doesn't do this.
