Type Regedit in Start Run, navigate toHKEY_USERS\.DEFAULT\Control Panel\Mouse
and set SwapMouseButtons to 1 (as text).
This is the default settings for when noone is logged in. Not to be confused with the Default profile which is what new users are based on.
