Use dashes same as on the COA sticker.There are no rules, if you enter it with mistake, your device won't pass
FBA.

If I purchased a fully licensed version of Microsoft Windows XP Embeddedwith Windows Embedded Studio,
do I still have to buy runtime licenses for the operating system I build?

Yes. You will only need to enter the key once when you build an image, but a
license sticker must be on every unit shipped. You should take to you MS
distributor.
