In order to build my formal XPE version,I must type the PID into the system
settings.
But I wonder what the PID format is.(ie. the dash is needed or not) Does
the PID must be accordant with some rules?

Use dashes same as on the COA sticker.

There are no rules, if you enter it with mistake, your device won't pass
FBA.

If I purchased a fully licensed version of Microsoft Windows XP Embedded
with Windows Embedded Studio,
do I still have to buy runtime licenses for the operating system I build?

Yes. You will only need to enter the key once when you build an image, but a
license sticker must be on every unit shipped. You should take to you MS
distributor.
