Limited Accounts denies Internet Explorer access

Default Limited Accounts denies Internet Explorer access

Recently, after permitting "automatic updates" to update
my Windows XP (home) operating system, anyone using my
computer as a "Limited Account" (read my kids) became
totally unable to access Internet Explorer (6.0). If I
change them to "Computer Administrators" (the last thing I
want to do) they then can "magically" access IE. Has
anyone else had this problem. Do you know how to solve it?
