Local Area Connection dialog

Does anyone know of a way to programmatically bring up the "Local Area
Connection" dialog? ncpa.cpl will bring up the Network Connections window
(which lets you open Local Area Connection), but it is basically an Explorer
window and it gives the user acces to the full file system.
