Local policy of this system does not allow you to logon interactively

I trying to do RDP from XP pro to XP MCE. THe MCE system has two accounts and both belong to administrators and remote desktop users. When I try to logon to MCE using account A, while A is already logged on the system I get the above messge. I made sure the fast switching is on. I also checked to have "allow logon through terminal services" to have both administrators and remote desktop users. In short both XP Pro and XP MCE have identical policies...but still the MCE system doesn't like to give access to desktop!!! What am I missing? When I try to use the other accounts (vice versa) it wants to close all the other applications! It is really frustrating! Please help
