Lock down Com port

I have an older serial device that I need to communicate
with on Com 4. I had to get a USB to Serial adapter for
my laptop to do this. It works fine until I plug in
other USB devices to the USB hub. If I restart the pc or
some other device is connected before the USB/Serial
adapter, then the USB/Serial Adapter does not receive
Com4. Can I lock down Com4 to the USB/Serial Adapter so
that no other devices take that Com Port?
