Logical Disk Manager Failure

Using the MMC Disk Management snap-in, after a period of 45
seconds or so saying it is connecting to the service a small box
titled "Logical Disk Manager" appears with a message "server execution
failed".
This may or may not be linked to the fact that when opening the My
Computer icon the computer take 45 seconds or so with the scanning
torch before it is able to show the contents of computer, as though
there is a problem reading a disk (that was the problem I was
originally trying to solve).
NDD checks out OK and the machine is running NTFS on XP Home.
Any thoughts?
