Loss of Internet connectivity

We had a very short power outage last night and when I rebooted my PC I have
lost my ability to connect to the internet. The PC tells me it does not
recognize my IP address and I have low or no connectivity. I called my ISP
and was told there is a patch on Microsoft for this problem. I have checked
the patches available and have not seen one related to power outages. I did
find a patch for "Unable to create a Network connection after you restore
Windows XP". Is this the patch I need to download from this computer and
upload on my new one? Can someone help me get this problem fixed?
