Lost Microsoft Update and several other system utilities

I've lost Microsoft Update since I installed PrintShop20 (it tried to
install .NET Framework 1.1) Now .Net 2.x no longer shows up in the list of
installed programs.

Each time I attempt to access Windows Update, the IE window opens, then
closes right away, leaving me no information.

The same happens when I attempt to change Vista's Appearance.

What do I do?

Is Windows Update down, or is my Vista munged up...
