Manually setting Non-Broadcast SSID on Vista

I have read the technet document on Non Broadcast SSID and I understand why
you wouldn't want to use them. But from a testing standpoint customers still
want to use them so I am testing this feature with our Wireless Switch
Solution.
My Question is if you are setting up your SSID Manually and you select
"Manually connect to a wireless network" Then you Type in the Network Name
select your security type.
Then you select Connect even if the network is not broadcasting. My Problem
is if I select Start this connection automatically then my Non-Broadcast SSID
will not show up in my connect to a network. If I deselect this option then
my NonBroadcast SSID will show up in my Connect to a Network.
Is this by design or do you think this is an issue. I am wondering if other
people have had this problem. I didn't notice this in the article I have
read.
