Many Problems!!

Well, to me it sounds like this:

1) You have disabled the welcome screen capabilities,
only allowing you to log out...
2) Or you decided to create a .NET account which for some
reason doesn't allow you to switch users, what a pain huh.

To allow fast user switching (aka use welcome screen) do
the following:
Start > Control Panel > User Accounts > Change the way
users log on or off - then check both the boxes.

If you have created a .NET account, (also in the User
admins section) Delete it.

If that doesn't help out, i tried my best :P
