Many problems with network connections

I have many problems with network connections that I think
may be related:
* Blank ipconfig
* I can create a network connection but as soon as I
refresh network connections after creating they disappear
* After creating the network connection I get error 720
trying to connect.

I have done quite a bit of research on the internet on all
three of these symptoms and have not gotten it to work yet.

Oh one more thing..I tried restoring to a restore point.
The two that show up in my system in Oct are after the
point where this problem started. I can't even get to the
previous month on that screen.

This may have happened uninstalling some software my kid
installed.
