Mapping Keyboard keys to joystick buttons???

Does anyone know if it is possible to map key strokes (ie arrow keys, enter, tab) to buttons on an installed joystick or gamepad? I know Windows XP does not allow you to, but there has to be software out there. I know that certain programs allow you to setup and configure controls within the program. I need something that is always active, such as if I press the up arrow on my keyboard or the Up button on my gamepad the result will be the same. Please help, or at least someone think of it and write a program to handle this option. I also believe there should be a way to use an analog joystick to control the mouse cursor. I know I'm not the first person to think of this. Thank you

If the joystick is using the gameport, then the software will not work.

This isn't entirely true. It depends on what kind of joysick device you
have. Gravis, Logitech, Thrustmaster, and Saitek all have software for their
gameport devices that will remap buttons to keys, and in some cases even
change axes to mouse input. You should do some research to find the best
device for you.
