Maybe OT? NNTP access problem

Not just slowing down, no access, period. It just times out, even with the
time-out set to 5 minutes. Other news servers such as news.individual.net
(through which I am posting this) stay OK. Normally, access remains down
until the next morning.
My ISP and I are pulling our hair out over this - neither of us knows why
this should be happening. It's not OS specific, as it happened on my XP
machine as well as this Vista machine.
Can anyone think why on earth this might be happening?
