.mdb files in VISTA BUSINESS

trying to troubleshoot .mdb file on a Vista Business installation.
Using MS Office 2003 Access.
I can view the file without issue on the Vista Business laptop but when I
send it in a E-mail or even copy it to a storage directory on my network the
..mdb file shows 678 kb in size but when opened it is blank when bring opened
by
any other PC in my office or on my network.
This occurs on every PC that I try and use to open the .mdb file on EXCEPT
the Vista Business laptop where it was originally created and stored.
It's like the file is encrypted in some funky MS way and no other MS
opertaing system except Vista can open / view the file.
What's up with that ??????????????????
