Messenger in active directory domain - how to?

Hello:

Is there any documentation or administrator kit for the Messenger in a
corporate network on exchange 2000? for instance, I would like to (1) change
the credit card warning - I know it's in Registry, but I'd rather appreciate
it in a policy; (2) during the file transfer, calculate the estimated time
based not on 28.8 modem but on our LAN speed; (3 - especially wanted)
automatically add the predefined set of Exchange contacts to everyone... (4)
customize the items in "I want to" on the right... and many other desires
normally expected in the corporate environment. Are there any means to do
that?
