Option B - install from the Windows Server 2003 CD or download from
Microsoft. Same as with XP.

Fair enough, except that when I try to start the tools I just get this
message:

"MMC could not create the snap-in"

Bummer...

Yikes. Suddenly I think I remember seeing something about running admin
tools in a VPC with XP.

Have you tried tools from the beta of Windows Vista Server?

The current set of admin tools don't install or work under Vista. I would
bet a new set are under development right now. I have heard (but haven't
had time to test) that installing the old tools from the Server 2003 CD will
work.
