Missing components in Group Policy Editor (run gpedit.msc)

When I compared group editor in my XP SP2 image with XP Professional, I
found different items shown in User Configuration/Administrative Templates.
I am especially intested in adding Start menu and Taskbar, and Control Panel
to Administrative Templates in my XP SP2 image. I would appreciate if
someone let me know how to do this.
