Missing control panel icon accessability options

I purchased a new PC using Windows XP Home edition.
I found that the control panel does not have an
Accessability option icon, also the program files-
accessability- does not have an Accessbility wizard option.
I need to access these functions but, the Add windows
components (in add\remove programs) does not list any of
these functions as an optional add-in.
How do I add the missing functions?

Since the system came with XP, you need to contact the system builder about
this issue.
