Missing Langauge Bar & Second Input Language

Running Vista Home Premium, I've enabled (Control Panel / Regional and
Langage Options / Keyboards and Langauges / Change Keyboard) a second input
language (Hebrew) and specified that the Language Bar should be docked in the
task bar and the keystroke combination to switch between input languages
(Ctrl+Shift). It doesn't seem to be working, though: I don't get the Language
Bar either in the Taskbar or as an option on the Toolbars menu (right click
on Taskbar), and the designated key combination does not switch input
languages.

Any ideas?

The only consumer version of Vista that can change languages is Ultimate
Edition.

This doesn't seem right--I had this functionality on my current (Vista Home
Premium) system before I wiped my hard drive and restored to factory
settings. Also, Control Panel / Regional and Language Options allows me to
set the second input language. So why can't I access that input language?
It's not for full Hebrew or multilingual UI, just the ability to type Hebrew
characters (right to left) after switching keyboard languages.

I have similar problem.
I can assign second language input and toggle between using ctrl+space.
The problem I have is that the language bar does not dock or appear on
desktop.
It only appears on shadowed desktop when I am asked to grant administrator
access while installing programs. I can move the language bar around, but
when I tried to minimize it to toolbar, it would not do so. And after I grant
access it disappeared again somewhere back into the LCD panel.^_^

Did you try: Left Alt + Shift
I believe this is the key strok to switch.
