It is disabled if you are on a domain (so you can sync with the domain timeserver and keep Kerberos working properly) - are you joined to a domain?

Thanks for the answer!Yep, I'm on a DNS domain. But it does not have a DNS
server. And even if it had, how do I set up my Win XP to
synch its time against it?
Also: is there a way to bypass this automagic disable of
the 'Network Time' tab in the Properties for Date and Time
window?

If you're on a domain it synchs every boot. If your time is out too much between client/server you can't logon.--
