Missing shortcuts in Start Menu

Hi,

I am using XPe SP1. After changing my Regional Settings to Japanese in TD, I
found quite a number of missing shortcuts in start menu. In Accessories, I
only have Communicaitions and Address Book, nothing else (notepad, paint etc
all not there). If I build my image in English, there are a lot more
shortcuts shown. How do I solve this? Am I missing some components or
settings? I have already included the following component in my image:
- Japanese CMD MUI
- Japanese Help Engine UI
- Japanese Internet Explorer MUI
- Japanese Language Support
- Japanese Moive Maker MUI
- Japanese MUI Resource
- Japanese Search Assistant MUI
- Japanese Shell MUI
- Japanese Windows Media MUI
- Japanese WM PRX MUI
