Modem and pulse dial

I have installed a hardware USR hardware modem set for plug and play in
an XP box. Trouble is it wants to use tone dialing and changing the
settings has no effect and neither does adding extra parameters. A query
of the modem continues to show dial=Tone. The modem works fine on a line
with tone dialing but where the computer will be used only pulse is
available. Any ideas out there.
