Try from Registry.1. Open Registry Editor
2. Goto HKEY_CURRENT_USER\Control Panel\Mouse
3. Modify/Create String Value named "SnapToDefaultButton"
4. 0 = Snap To Disabled
5. Exit and restart.

This problem exists in two forms: won't turn on, won't turn off (mine won't turn on). I've searched the web intensively and have not found anything that will work.Good luck!!!
