moving files and programs from one adminstrator account to another

I had to set up a new adminstrator account because of operating problems with
windowsliveonecare. It was not fully operational on my old administrator
account because norton security and mcfee had previously been installed.
Despite uninstalling both there remained a problem so a new account was set
up. The problem nowis that I don,t know how to move files and programs from
the one to the other. I can't simply burn them off on to a disc and move
them that way, as it will just givew me the same problems. Everything from
Yahoo Mail to Windows Gallery is affected. I would like the new
Administrator Account to be broadly similar to the old so I don't have to
keep switching accounts every time I a picture or file. Can any body help?
