mp3 licence

Some people told me that deploying MP3 streaming on a server even for files
of our own creation ( not copied) requires some sort license or fee. Is
that right? Or does that depends on server used?

If the files are YOURS (that is, you own the copyright, if any), then yes,
you can do whatever you want with the files. If you want to stream someone
else's work, then you'll need their permission. But it's not a license from
any governing agency of any sort, as long as you have written permission
from the copyright owner.
