ms paint text toolbar open but visible

my text bar is opened but it is not visible. when trying
the alt+down arrow command the list of fonts appear. I've
tried to get the text toolbar to move through keyboard
shortcuts, but none have seemed to work. Does anyone know
how to move the toolbar back onto the screen?
